What is a neighborhood association?
A neighborhood association (like The Weston Place Homeowner's Association) is a Non Profit corporation which is created to preserve and enhance the values and amenities of the community. The Association is comprised of individuals who own property in the Weston's. It is a legal entity (Articles of Incorporation have been filed with the Secretary of State of Indiana).

Am I automatically a member?
If you own a property in The Weston's (comprised of Weston Village, Weston Park, and Weston Ridge) then yes you are a member. Owning property automatically (and legally) makes you a member of the Association. In order to be a member in good standing, you must see that your annual assessment is paid to the association on time.

What is the "Board of Directors" and what does it do?
The "Board" (also called Board of Directors) is a group of five members who volunteer their time to manage the Association on behalf of the members (homeowners).  These duties include record keeping, overseeing the upkeep of the amenities and common areas, negotiating  contracts with vendors, developing an annual budget, establishing an annual assessment and collecting this assessment from the membership, insurance procurement, seeing the Directors are bonded, and establishing committees to deliver additional services to the neighborhood.   Directors are to serve two year terms and are elected by a quorum of members at the annual meeting.  The Board conducts business according to an established set of rules called By-Laws.

When would I contact Ardsley Management?
Any concern with amenities, landscaping, architecture issues, covenant violations, pool rules, pool cleanliness, pool access, etc. should be addressed first to Robin Guyon at Ardsley Management. Ardsley Management will maintain a 24/7 emergency maintenance pager number in cases of damage to Association property. Do not contact Ardsley for emergency services such as Police, Fire or Ambulance.

Why would I call the emergency maintenance pager number (after hours) at Ardsley Management?
Ardsley will perform maintenance only if it involves Association Property. Call the emergency pager number only if urgent action is required; otherwise, leave a voice mail or e-mail for our Property Manager,  Robin Guyon, for her attention the next business day. For example, if there is a fecal accident at the pool, an Association tree fell on your lot, a sink hole opened up on common property or your cul-de-sac was plowed in after a winter storm...these are reasons to call the emergency/after hours maintenance pager number.  Do not contact Ardsley for emergency services such as Police, Fire or Ambulance.

Why would I want to contact the Board of Directors?
Most administrative tasks will be handled by Ardsley Management and they will be your first point of contact. If they can not assist you, then please contact the Board.

Why would I not want to contact Ardsley or the Association?
Any crimes or criminal activity noticed or any incidents were emergency medical services are required should be directed to law enforcement by dialing 911. Ardsley Management and the Association are not set up to secure the Association from crime and are not equipped to respond to these types of events. When in doubt, call 911.

I need to repair my mailbox and/or mailbox post.  Who do I call?                                                                         The standard mailbox for The Weston's is available from Estes Designs.  Each section (Ridge, Park, Village) has a slightly different mailbox design.

As of December '09 prices are:

     Ridge - $54.50 for box - $16.50 for installation
     Park - $47.63 - $17.00 for installation
     Village - $39.52 - $17.50 for installation

Mailbox posts should not be painted in the Ridge.  In the Park and the Village, mailbox posts may remain unpainted or painted the approved uniform color (not the color of the house).  The mailbox post color for the Park and Village is Sage Brush.  This color can be purchased at any True Value hardware store or can be painted by the mailbox vendor.

What are Covenants?
The Weston Place Homeowners Association Covenants are an agreement between the homeowner and the Association that each will abide by a specific set of standards.  By doing so, the attractiveness and overall quality of life in the neighborhood is maintained; and the values of our properties can be preserved over time.  For the average family, the home represents our single biggest investment.

Do I have to abide by the Covenants?
Yes. failure to do so has potential legal implications.  In order to secure a title for a property within The Weston's, the potential homeowner must sign a contract which establishes an agreement between the homeowner and the Association.

What are my obligations to the Association?
Legally, you must pay your annual assessment on time and comply with certain requirements set forth in the Covenants. There are also opportunities to serve the Association as a committee member, as a committee leader, or as a member of the Board of Directors. Please consider serving.

When is my annual assessment due?                                                                                                         Assessments (or dues) are to be received by the Association on or prior to January 31st.  The assessment pays for the upcoming year.

or call Ardsley to pay by credit card.  There is a fee to pay by credit card.

How is my annual assessment used?
The assessment pays for the following:

  • Maintenance of our common areas and our amenities. This includes our reserve fund which is earmarked for major repairs to our amenities such as pool, basketball and tennis court, etc.
  • Landscaping the common areas, including mowing grass, trees, shrubs and flowers, and pond maintenance.
  • Snow removal (we hire a private contractor to augment service by Hamilton County DOT. We rely heavily on the County to keep our expenditures as low as possible, since the streets in The Westons are public (county) roads, not private).
  • Management Company fees
  • Communications cost (copying, mailings, etc)
  • Utilities (water, power, gas, telephone) for the amenities/common areas.

I want to make a change to the exterior of my home, what must I do?
Any change to the exterior of your home or to the exterior of your property (house, landscaping, etc.) must be reviewed and approved by the Architectural Review Committee.  Information regarding the nature of the change desired is relayed to the committee by filling out a simple form and submitting it to the ARC via Ardsley Management, address and e-mail listed above.  Your obligations with respect to changing the exterior of your home and the process involved with implementing these changes are detailed on The Architectural Review Committee page of this website.

I've noticed speeding cars or other illegal activity.  How do I address this?
Call either 911 emergency or dispatch (non-emergency) 571-2580 for the Carmel Police Department, depending on the nature of the situation. Also notify our Crime Watch Committee leader. The Association has no jurisdiction in matters which normally involve law enforcement.  While a member of the Board could call the Police on your behalf, it is far more effective if the citizens familiar with the situation communicate directly with the Sheriff's department.

Who hauls our trash?
The city of Carmel contracts Republic Services. Their contact number is 926-5492.  Republic provides up to two trash receptacles (Big Blue's) for each household. Republic will replace damaged trash receptacles at their cost. Residents are allowed one 'heavy trash' pickup per month that must be coordinated with Republic Services beforehand. Currently, trash is picked up Thursday morning. Trash receptacles must be stored indoors and not in an area visible to other residents. Please put out your bins on Wednesday evening and remove them as soon as possible after pickup Thursday.

Any complaints concerning trash service should be addressed to Ardsley Management and Republic Services first.

Is there a recycling service?
Republic offers curbside recycling to the residents of The Westons. They provide a separate bin to be used only for recycling materials: aluminum cans, newspapers and magazines, #1 and #2 plastics (see recycling symbol on container) colored glass, and corrugated card board such as that found in pizza  and packing boxes. Boxes must be broken down and placed in the recycle bin.

Are Fireworks allowed within The Westons?
Fireworks are prohibited in all Westons common areas. This includes, but is not limited to, the playground, basketball courts, tennis courts, and the surrounding area. Residents may use fireworks on their own property in accordance with Indiana law. Please respect your neighbor's property and be aware of falling fireworks and embers.

YOU! If you see a problem, point it out. This is our neighborhood and the community needs you to take an active role.
